Safer motoring V ehicle Excise Duty The Future The government typically takes in around 40 billion each year from VED and fuel duty Fuel duty payment depends on the distances travelled and the fuel consumption of the car How much VED we pay has become a complicated issue below is a very basic description Cars more than 40 years old are exempt from payment Cars first registered before 1st March 2001 are taxed on engine size Cars first registered between 1st March 2001 and 1st April 2017 are taxed based on the official CO2 emissions which applied at that time Cars registered from 1st April 2017 only the first year rate is based on CO2 emissions recently revised with subsequent years tax paid at a standard rate Currently cars with zero emissions e g fully electric pay no VED Interested readers can find further details including actual costs on various internet sites including the government s own web site It has become clear that as the motorist switches to fully electric vehicles there will be a serious shortfall in the tax take unless measures are taken to change the system Back in 2005 the government initiated a discussion about the possibility of changing to a charge per mile travelled method of charging motorists for road use thereby abolishing VED as we know it This would require each vehicle being fitted with satellite technology which would enable it to be tracked with mileage journey logged and charged accordingly 14 Rates charged would depend on size of vehicle and type of roads used as well as length of journey At that time charges between 0 02 and 1 34 per mile were talked about In 2007 some 1 8 million people signed a petition against this idea and it was duly dropped Most recently purchased vehicles have some form of satellite connectivity and soon technology will be introduced into new vehicles that will enable the speed of the vehicle to be limited in line with the prevailing speed limit This means that all of our motoring will be tracked and could be logged for reference thereby enabling this information to be used as a basis for per mile charging as a replacement for VED No structure for this has yet been published to my knowledge but it would have to take into account such things as congestion factors vehicle emissions pollution created mileage travelled and who knows what else The government s Transport Committee has proposed that a national debate take place during 2020 which would allow the public to put their views forward I suspect that any changes to the taxation system will not favour the motorist s finances and that electric vehicle drivers will soon be taxed in one way or another in order to keep up the levels of revenue required by government Myself I am old enough to be privileged with a bus pass enabling me to leave the car at home and travel free but where too Sadly in the area that a live South Cheshire buses are a rare thing and as yet I cannot envisage a totally car free existence IAM RoadSmart Congleton and Macclesfield

Our local heritage T he College of Agriculture and Horticulture Holmes Chapel was the original home of the Cheshire College of Agriculture situated at Saltersford Hall on the site of Saltersford Bungalow at Saltersford Corner It comprised of a 100 acre of farm and gardens and was established in 1895 to fulfill the need for agricultural and horticulture education in Cheshire There was accommodation for 60 residential students who mainly came from the county Whilst the emphasis was on scientific and technical subjects it also gave tuition in all aspects of practical farming R e s e a r c h work was also undertaken both in the laboratory and on the land The Horticultural Division was the only establishment of its kind in the country at that time Two year courses were held in the sciences of farming and culminated with the students sitting the exams of the Royal Agricultural Society Later in conjunction with Manchester University B Sc degrees in agriculture were awarded Farmers and private individuals used the advisory service provided The College would report on anything from milk for its acid content seed germination grasses for permanent pasture and analysis of manure and fertilisers etc The original Principal was James Scott Gordon Later Mr T J Young held the position and continued to do so throughout the College s existence at Holmes Chapel By 1914 the college was well established and highly respected both in the county and nationally 22 with 56 students their ages averaging16 to 20 years At the outbreak of World War I eligible students enlisted in the services Consequently a large reduction in students interfered with the running of the College a difficulty which continued throughout the War In 1916 the War Office agreed with the Board of Agriculture that suitable disabled soldiers and sailors could attend the college for training in agriculture and horticulture However once this agreement finished it was decided the College was to be closed by the end of March 1917 as it could no longer justify the funding with the shortage of students A reprieve came with the formation of the Women s Land Army in 1917 and training courses for them were carried out at the College from May to October of that year In January 1918 the Home Office applied to the County Council for the College to be used as a temporary annexe to the Bradwall Training School for young offenders which was granted The Training School took over the lease in 1919 and was fully established at Saltersford until it too was closed in 1954 Although for a time it was intended to reopen the Agricultural College at Saltersford Hall after the War this never happened Instead it transferred to Reaseheath near Nantwich where it is today The Training School took over the lease in 1919 and was fully established at Saltersford until 1954 when it too closed Holmes Chapel U3A Local History Group

Let s talk legal S pring clean your family Will It is probably only Will and private client solicitors that get excited about what you can do with your Will and estate and tax planning However anyone with a family in the broadest sense of the word should carry out a spring cleaning exercise and make sure that their family Will is fit for purpose In 2020 it is increasingly common for family Wills to not reflect the wishes of the Will maker That can be tremendously hurtful to those family members who are inadvertently left out of your Will You may question how you can mistakenly leave a loved one out of your family Will but it is easily done Take the case of Elsie and Jim loving parents of James who has three daughters Elsie and Jim made their Wills many years ago and left most of their estate to James but also left legacies to their grandchildren They didn t name their grandchildren in their Wills because James was only young when they made their Wills Over the years they have always assumed they don t need to do anything as their Wills are signed and sorted Everyone in the family knows that James s eldest daughter is not his James got together with her mother when the baby 36 was only a year old She is however a dearly loved daughter and granddaughter Despite this when Elsie and Jim die their eldest granddaughter won t get anything as their family Will does not reflect the reality of their family life James has made a Will His parents said he should do one just in case He hasn t looked at it for years and a lot has happened over those years his divorce and new relationship for starters If James checked his Will he would be horrified to realise that his eldest daughter won t inherit a share of his estate under his Will and nor will his partner of ten years Sometimes being there for your family and protecting them is pretty unglamorous In Elsie Jim and James s case all it will take is a trip to see a private client and Will solicitor to get new Wills drawn up to reflect their modern family Most of us have complicated family ties and that is why it is more important than ever that if you have a family including step children and step grandparents or if you are in an unmarried relationship that your Will reflects the real nature of your family Evolve Family Law

Fitness T he Link Between Physical and Mental Health I think we all know by now that a healthy body and a healthy mind go hand in hand Regular exercise releases endorphins to boost mood helps us manage our mindset and emotions allows us to remain mobile and allows us feel body confident In fact exercise can be given on prescription from your GP if you re suffering from mental health concerns such as depression or anxiety Every year JWC choose a charity to support and raise money for through member events and challenges This year we are working with Visyon a Congleton based mental health charity Today the JWC team have had the opportunity to take part in a mental health awareness workshop to become Community Mental Health Ambassadors One thing that stood out to me in the workshop was the comparison between minor ailments and minor mental health concerns it was suggested that we are all on the mental health scale just like we all pick up minor ailments but if you ve got a 38 minor injury or ailment and somebody asks are you ok you re quick to answer no I ve hurt my knee again yet when we are struggling with our emotions we tend to bottle the problem put on a smile and go about our day But why Why do we still in 2020 have a culture of being embarrassed to not be ok In the case of somebody picking up a muscular strain we would have a clear strategy to promote a quick recovery and so similarly those suffering with their mental health should have the tools and coping mechanisms to assist with the recovery process When the injury is more severe we may require help from a professional and again in cases of mental health challenges we should have a support network who can help us deal with those concerns Failing to deal with a minor problem may result in a more serious problem down the line Take the time to invest in your mental and physical health and look for signs in those around you Jack JWC Health Fitness

Whiskey W hat does Batman put in his whisky JustIce That s the problem with whisky puns they re always in pour taste yep this article is going to introduce you briefly to the wonderful world of whisky Over the next few issues we ll look at the history the different types of whisky some of the major whisky producers around the world As with gin vodka whisky shares its origins with them in the distillation of fermented grain however it differs then by being aged in charred white oak barrels without the addition of adjuncts or botanicals If you can recall my gin articles we looked at distillation methods and its history back then but as a brief recap humans have been distilling aromatics chemicals from the early 2 1BC with the first recorded alcoholic distillations being in Italy in the mid 1200 s coming to Ireland Scotland in the mid 1400 s However the oldest licensed whiskey distillery in the world is the Old Bushmills Distillery being a relative newcomer starting up in 1608 It was the introduction of the English Malt Tax in 1725 following the union of England Scotland that saw the closure of many of Scotland s whisky distilleries Those that didn t close went underground distilling in the middle of night so as to hide the smoke from the stills and gaining its other moniker 46 of moonshine Like rum whisky gets its characteristics from the barrel it sits in the age of a bottle determined by the length of time it s spent in them Once it s been decanted from the barrel the aging process finishes no further improvement to the taste or change of colours happens The oak barrels perform in exactly the same way on grain spirit as they do with sugar spirit with the charcoal removing the harsh alcohol edge the wood imparting both flavour compounds colour Some distillers will use barrels that have been previously used for other drinks such as sherry which give a further depth to the spirit Now the eagle eyed of you will note that I ve swapped nonchalantly between whisky whiskey There s no right or wrong to this however it is generally accepted that in Ireland the USA whiskey is the preferred spelling with whisky being used in all other whisky producing countries This isn t always the case though there are some American distillers using whisky Whatever you think the correct way of spelling is don t stress about it just enjoy the drink Until next time Slainte mhor Rich The Beer Emporium

An end of an era P eter first stepped into his boots as Head Gardener back in January 1987 Following his position as Gardener at Stonyhurst College in Lancashire he took the decision to move over 70 miles to live and work at Capesthorne Hall He saw this as a new opportunity for him and his family the perfect place to build his gardening experience and raise a family Peter has been instrumental in how the grounds and formal gardens look today His expert knowledge and experience of horticulture has enabled the creative vision of Lady Bromley Davenport to come to life His real skill has been to identify exactly what plant shrub or tree would work best and where He has always made certain that the garden changes mindfully with the seasons His choice of beautiful flowers shrubs and ornamental trees ensures there has always something to admire from spring to winter We must also celebrate his creative skills in decorating the hall ready for Christmas and for the weddings we have throughout the year all made possible with fresh offerings from the 50 garden and with the artistic oversight of Lady Bromley Davenport His particular talent was making the Christmas door wreaths each year getting more spectacular While we say goodbye to Peter we say also hello to Sam our new Head Gardener who has spent the last 5 years working alongside Peter to ensure all his knowledge and experience lives on We thank Peter for 33 years hard work and wish him all the very best in his retirement Capesthorne Hall

Learning is fun M aking school more enjoyable for children can have a positive impact on their education but some of us find it a challenge to motivate our child to go off to school with a skip in their step Here are ten things that you can do to help your child enjoy learning a bit more 1 Be a role model As a parent you re often the most influential teacher in your child s life When parents read a book or take an adult education class they re letting their child see that everyone continues to learn all the time 2 Maintain respect Think back to when you were in school we all had some teachers we absolutely loved and some to put it mildly we weren t too fond of But regardless of our own feelings we were taught by our parents to respect our elders These same values should be instilled in your children It always sets a good example to speak respectfully about teachers and the children will respect them too giving them a good grounding for life long learning 3 Get them involved School isn t just about time spent in the classroom it s also about fun after school activities whether they be sports or clubs Encourage your children to pursue their interests outside of class and it will give them something else to look forward to when the school day is over 4 Resist overwhelming Music lessons football practices art classes karate tournaments these are all brilliant activities for children but many children have schedules that are so packed that you almost need a full time personal assistant to help organise them While your child may love all of these after school activities and they are great for socialising and improving future university applications you don t want your 56 child to become overwhelmed 5 Set up a homework routine Homework is a big part of the school experience many of us grew up believing that the best place to do homework was alone in a quiet room at a tidy desk sharpened pencils in hand But lots of children do better sprawled on their bedroom floor or sitting at the kitchen table Let your child pick the spot just make sure there s a relatively clutter free surface on which to write good light and no TV or blaring music 6 Encourage meaningful friendships In making new friends quality is more important than quantity Don t force kids to be popular by making tons of friends 7 Be interested Keep the positivity going during homework hour and ask about assignments such as what homework children have and what their favourite subject is to get the conversation going about school 8 Keep the communication going Keep the home environment relaxed open and non judgemental so your children will come to you with the conflict or issue they re facing in school 9 Reinforce lessons If you notice that your child has taken an interest in a particular subject area see what you can do to extend that learning Set up some science experiments in your kitchen or visit a local museum to get up close to the fossils your children have been reading about in textbooks 10 Set the tone With early morning wake ups it s easy for adults to get out of bed on the wrong side But if you re cranky in the morning that attitude can transfer to your children It s not always easy but help your kids anticipate an enjoyable day by sending them off with a smile

Landmarks of life W herever you are in the world all those who are left behind will mourn for their loved ones But in different cultures some ways of honouring the dead and for saying goodbye may be a little surprising to us here in the UK Read on to find out more about funeral rites around the world You have probably heard of sky burials where a body is laid out on the barren mountainside for the wind and vultures to carry away everything but the bones In parts of Tibet where pasture land is at a premium and the ground is hard to dig into this practice continues It is a ceremony carried out with reverence and based on the belief that the soul should fly free In some parts of China and the Philippines another kind of sky burial takes place Hanging coffins often carved in advance by the occupant to be are suspended from steep limestone cliffs The local people believe that the higher the coffin is hung the closer they are to their ancestors Every winter the people of Shetland celebrate their Nordic heritage with Up Helly Aa bonfires However the fiery spectacle of Viking ships ablaze with a coffin on board is sadly just a Hollywood fantasy A mighty chieftain might have been buried inside a boat with his possessions sometimes with a sacrificed slave girl for company on his journey to Valhalla but the vessel would then have been covered with earth and rocks not set alight on the sea In India cremation on outdoor funeral 58 pyres is a Hindu custom It is believed that if a believer s ashes are then released into the sacred waters of the Ganges their cycle of reincarnation will end and they will reach Nirvana One tribe in the Philippines used to bury their dead in trees This was symbolic of the circle of life just as trees give life to the people through fruit and wood for their fires so when a person dies they give their life back to the tree These customs may be unfamiliar to us but it is important to know that the traditional funeral that we have in the UK is not set in stone A funeral does not have to be religious There is no legal requirement to wear black Instead of a hymn your friends could join in singing a song by your favourite artist Perhaps the funeral director will be able to offer suggestions for how to personalise the final farewell but it is up to the person organising the funeral to decide what is most appropriate and meaningful Many bereaved families have found some comfort in being able to carry out their loved one s wishes if they knew what they were Whatever you would like whether it s a traditional service at your own parish church a request for mourners to wear yellow or for you to arrive in a motorbike and sidecar why not give your family a bit of a hint in good time Shena Lewington is a member of Dying Matters which aims to help people talk more openly about dying death and bereavement and to make plans for the end of life
